Datuk Joe Rajaratnam is an Associate of Windsor Place Consulting. Based in Kuala Lumpur, Datuk Joe Rajaratnam has served in the telecommunications industry for over 38 years and has had a major role in the development of the communications networks and products in Malaysia since 1964 and particularly in the Klang Valley (Kuala Lumpur) during the period 1977 to 1989.
Prior to joining Windsor Place Consulting, Datuk Joe Rajaratnam was Advisor to TM International Sdn. Bhd. on matters relating to the overall performance of the company's overseas investments including programmes for training and development of employees, policy and regulatory matters and technical and operational issues. Prior to that, he was seconded by Telekom Malaysia to Telkom South Africa (through the JV Thintana Communications LLC) from May 1997 until June 2002. Throughout this period (and currently) Telekom Malaysia together with its consortium partner SBC International is the strategic equity partner of Telkom. During this period, he served as Co-Chairperson of the Thintana Corporate Citizenship Committee.
He has held directorships in a number of Telekom Malaysia subsidiaries and from May 1997 until June 2002 served as an alternate Director of the Board of Telkom South Africa and sat on the Board Operating Committee and the Board Human Resource and Remuneration Committee.
Particular experience with Jabatan Telekom Malaysia (1964 - 1986) and Telekom Malaysia Berhad (1987 - 1996) includes:
Reorganised and headed the Marketing Department to be more customer focused through segmentation of the customer base and through product definition (1989 -1992);
Study on the telecommunication needs of Putrajaya and the creation of a Multimedia Super Corridor including Kuala Lumpur International Airport (1995);
MasterPlan for the island of Labuan to serve the telecommunication needs of the International OffShore Financial Centre (IOFC Labuan) (1993);
Project Director for Menara Kuala Lumpur (KL Tower) (1992-1995);
Project Co-ordinator for Menara Alor Setar (1993 -1994);
Creation of a Joint Venture between PNB-IBM-TM for setting up a Value Added Network Company (VADS) in Malaysia (1992);
Master Planning, Design, Implementation, Operations and Maintenance of the Telecommunication Network and Services in the Klang Valley (1977 to 1989); and
Design Standards and Specification for the Customer Access Network including material and equipment specifications (1970 -1979).
Datuk Joe Rajaratnam holds a Diploma in Electrical Engineering from Brighton Technical College UK and is a Chartered Electrical Engineer, MIEE(UK), MIEM(M). He also completed 2 years post-graduate training with the British Post Office (now BT) before returning to join Jabatan Telekom Malaysia in August 1964.
Datuk Joe Rajaratnam has received various awards during his distinguished career, including:
In March 1983, for his services to Malaysian State of Selangor he was awarded the AMS by the Sultan of Selangor;
In June 1995 for his services to the country he was awarded the KMN by His Royal Highness the King of Malaysia;
In April 2002 in recognition of the outstanding role played in a life of service to the people of Malaysia and South Africa, the courageous commitment to the empowerment of the historically disadvantaged people of South Africa and in further recognition of the in building strategic equity partnership between Malaysia, the USA and South Africa in the field of telecommunications he was awarded an Honorary D Sc degree by the University of Fort Hare, South Africa; andIn June 2002, in further recognition of his services to the country and his outstanding contribution to the people of South Africa he was awarded the PJN (which carries the title of "Datuk") by His Royal Highness the King of Malaysia.
